Precision evidence for health decisions.
Statistics, research and public health expertise for agencies, health plans, providers and programs, from a practitioner who has worked inside every part of the health system.

Twenty-five years inside the health system he now measures.
Héctor has worked on every side of the table: the agency, the health plan, the provider and the industry. An analysis has to make sense to the regulator who reviews it, the plan that pays for it and the clinic that lives with it.
Master of Public Health in Biostatistics, University of Puerto Rico. Epidemiology certificates from the CDC and Emory University. Full background
Thirteen services in four disciplines.
Every engagement is scoped in a written proposal around the question your organization needs answered.
See every serviceHealth Data and Evidence
Measuring population health and programs, and testing whether the numbers hold up.
Producing and interpreting population and health plan data, from surveillance, vital statistics and surveys to enrollment, claims and quality measures, with sound biostatistical methods.
Research and EvaluationSystematic study of a health question or program, with quantitative, qualitative or mixed methods, that produces credible findings to guide decisions and demonstrate results.
Thesis Advising in Quantitative and Qualitative MethodsMethods advising for master's and doctoral candidates, from the research question and the design to the analysis, the interpretation and the defense, in quantitative, qualitative or mixed methods.

Public Health Practice
Support for the core functions health departments, ministries and their grantees answer for.
Targeted, sustained support that helps a health agency or grantee solve a specific program, data or operational problem and build the capacity to keep solving it.
Health Policy AnalysisDefining a health problem, identifying the policy options, and comparing them on health impact, feasibility, and economic and budgetary impact to support a decision.
Emergency Preparedness and ResponseBuilding the plans, partnerships and tested capabilities that let health agencies and providers anticipate, respond to and recover from emergencies while keeping essential services running.
Health Plans and Care Delivery
How care is covered, paid for, standardized and kept within the rules.
Securing coverage, reimbursement and contracts with public and private payers, so a product or service reaches the right patients at a price payers accept.
Clinical PathwaysDeveloping, implementing and evaluating evidence-based plans that set the sequence of care for a defined patient group, and measuring adherence and outcomes.
Regulatory ComplianceMapping the laws and program requirements that apply to an organization, building the compliance program to meet them, and documenting that it does.
Programs and Systems
Designing programs, running them to plan, and building the information systems they depend on.
Setting priorities for an organization or community from evidence of need, then designing the programs, logic models and funding proposals that carry them out.
Project ManagementApplying project management knowledge, tools and techniques to plan, run and close health projects and grant-funded programs within scope, schedule, budget and funder terms.
Health Information Technology and InteroperabilityPlanning, selecting, optimizing and connecting the electronic systems that capture and exchange health data, so information follows the patient and supports care, reporting and analysis.
How a question becomes evidence you can defend.
Frame the question
We agree on the decision the evidence has to support, and the measure that will settle it, before any data is touched.
Design the method
Data sources, sampling, comparison groups and the analysis plan are written down in advance, so the result can't drift toward a preferred answer.
Test the evidence
Assumptions checked, small numbers protected, sensitivity tested. The interval narrows only as far as the data allow.
Stand behind the finding
A clear report with its limits stated, reproducible methods, and a named senior statistician accountable for it.
For the organizations that answer for the numbers.
Based in San Juan. Remote across the Americas, on site when a project needs it.
Public health agencies
State, territorial and local health departments, and the grantees they fund.
Health centers and hospitals
Community health centers, primary care networks and hospitals with quality and reporting obligations.
Health plans and payers
Medicaid managed care, Medicare Advantage and commercial plans, and the providers who contract with them.
Government programs
Medicaid agencies and federal programs that need independent analysis and evaluation.
Nonprofits and grantees
Organizations that have to show their funders what changed, and by how much.
Ministries and development partners
Ministries of health, social security institutes and international agencies across Latin America.
Every engagement starts with a conversation and a written proposal.
